If a person is given a contract of a company to act as the consultant, do they have the right to discipline employees of that company?

    That would depend on the contract. They would have any power the company gave them.

    Not unless the contract states they have..generally a 'consultant' is not an 'employee' of the company, just employed to 'consult' about a certain job of work
