Well, in the first place, rottweilers are not used by the police. Second, a dog is trained to obey its master and follow his commands. The dog would not move until commanded to do so.

....I am a retired police officer. I retired as a sergeant, after 29 years, from a very large department, about 12,000 officers. I was a patrol officer for 4 years in a very diverse area. I was a tactical officer in the high rise project areas of my city. We called it vertical patrol in that we walked the the stairways of the high rises most of the time. I did that for 5 years and was promoted by test to detective. I worked violent crime (homicide, sex, officer involved shootings, robbery, kidnapping, serious non property incidents) for 11 years until I was promoted to sergeant. I worked as a street supervisor, a bicycle patrol supervisor and a desk sergeant/watch commander.

During my time as a tactical officer and a detective I was a unit representative for the police union.

I have a B.A in English and an M.S. in Law Enforcement Administration....

    1. The police DO NOT use rottweilers.

    2. K-9s ONLY take orders from officers they know.

    3. 'Stay' IS NOT a command they are trained to accept. The commends they accept on duty are in a different language.

My parent's neighbor is a former K-9 handler. I actually knew several of the commands the K-9 was trained to follow. The ONLY command the dog would pay enough attention to from me to ignore was the one to let go of the toy used to play fetch off duty.

K9 officers don't take commands from anyone but their handlers.

And quite often, the commands are in German or Dutch.

Schutzhund training is done in German, and some Malinois (a Dutch breed) are taught Dutch commands.

K9's work with police. They aren't rescue dogs, although it might be possible a handler would give one a command to break up a fight, if you're lucky. It would be up to the judgement of the handler, who would not unnecessarily jeopardize the life of a dog.

the police dog respond to orders by the handler ... they don't make there own decisions

Police dogs do not understand English. Dog also do not have a sense of justice or fairness. Your cries for help would be mostly ignored by the dogs.

police dog only obeys his handler/partner ... not the guy who is beating you to a pulp. so my guess is the dog would attack the malefactor

Well-trained dogs follow commands; they don't make judgments on their own.

Think about it this way....what if the roles were reversed? Suppose you stopped a robber and was beating HIM up. The dog wouldn't know who was the good guy and who was the bad guy. Would you want the dog to decide to attack you just because you were the one doing the beating?

The dog would rescue you only if he was commanded to do so. Staying means the same thin as "just stand there." Unless the do is emotionally attached to you, he would have no motive to come to your assistance.
