Someone with a "hand transplant" is no longer going to be an "effective criminal" due to the "permanent numbness" they'll feel in their hands. A hand that used to be on another person is never going to feel 100 percent natural, and the lack of sensitivity in that hand is definitely noticeable to the recipient of that hand.

There are no 'hand transplants'. When a hand can't be saved, prosthetics are used. And prosthetics are the last resort. Attempts will be made to save hands that are damaged by injury. If a criminal was that desperate to intentionally injure both hands to the point they couldn't be saved, they MIGHT not be caught, but all it takes is one suspicious doctor or nurse to ask police to investigate.

Most hand transplants are not done in back alleys - there is a record of the operation.

Fingerprints are not even COMMON as a means of catching criminals. AT MOST, they are used in tying someone already caught to the crime scene. A hand transplant wouldn't defeat a DNA test.
