No, a LAPD officer has no police authority in New York City,, he would have no police authority anywhere outside of LA.

A police officer from another city and or state has no authority outside of their jurisdiction without approval of the town and state they are in as well as their home town/state.

An LAPD officer would have the same jurisdiction in NY as any other CIVILIAN.
