In western cultures, being upbeat and talkative is the social norm. If you're quiet, it can be taken that you're not feeling well or having a bad day and people will ask you if you're okay.
That's just how it is. A lot of Asian cultures have it where being quiet is more normal and accepted. It's mostly in western cultures that it's viewed very differently.

Because people love to make assumptions. That way, they can explain the world to themselves and be done with it easily without putting too much thought and effort into trying to know a quiet person.
So when people give a quiet person a biased rep (good or bad), its simply them projecting their thoughts and past experiences onto said person. It's more of a reflection of their own selves than of the sunject himself/herself.
And besides, isn't it kinda cool to have a bad rep? ;)
